Statement on measures taken to comply with the provisions of the International Humanitarian Law

The Syrian Interim Government recently intensified its efforts aimed at reinforcing strict compliance with the provisions of International Humanitarian Law by the National Army. To this end, the Ministry of Defense of the Syrian Interim Government took a set of decisions and put into practice certain measures in collaboration with the Directorate of Documentation of Violations and Human Rights, which is the main body responsible for coordination of issues related to human rights within the Syrian Interim Government 

These steps include, but are not limited to, the instruction issued by the Ministry of Defense prohibiting the recruitment of children by the National Army, as well as launching investigations on complaints and allegations of violations and referring the relevant files to the military judiciary where necessary 

The Ministry of Defense has also worked extensively to raise awareness among the ranks of the National Army on provisions of international humanitarian law by conducting specialized training, seminars and successive lectures. It also works on developing and implementing a set of plans that seek to prevent violations altogether

Moreover, the Syrian Interim Government took additional steps to eliminate any form of child recruitment in the National Army. In this context, the Syrian Interim Government engaged with the office of Ms. Virginia Gamba, the Special Representative of the Secretary-General on Children and Armed Conflict, in order to communicate the desire of the Ministry of Defense to establish a framework for partnership with the United Nations in implementing programs, developing plans and signing protocols aimed at ending any form of child recruitment 

Furthermore, the Directorate of Documentation of Violations and Human Rights, which is also in charge of communications with the international human rights organizations such as the UN Human Rights Council and the UN International Commission of Inquiry, provided the relevant international bodies with four reports on the human rights situation in Syria, and informed them on the violations of the SDF, the Assad regime and its allies in the recent period 

We will tirelessly work to continue these unwavering efforts with a view to further strengthen the human rights situation in the opposition territories and beyond. The Syrian Interim Government is fully committed to implementing the plans and decisions aimed at ensuring total compliance with the provisions of International Humanitarian Law in line with the values and objectives of the great Syrian revolution and in a manner befitting the sacrifices of the martyrs.
